RE :” As the time to attain citizenship through the legal process can take more than two years, I would like to see a provision attached to any bill authorizing blanket, “amnesty” citizenship, that any illegal alien being granted citizenship through any amnesty legislation not be given full voting rights for a period of two years from the bill's implementation.
Any thoughts? Suggestions? Flame away.

Here's some better ideas that do not reward people for breaking laws:

1) No illegal alien ever gets the ability to vote in America even if he dies here. Sorry but rewarding lawbreakers with the right to vote just causes more problems.
2) Any illegal showing up in an emergency room for free treatment, or for food stamps or school with their kids is deported (cut off our tax dollars to them)
3) illegals are not allowed to sue anonymously. If they sue an American in civil court they are picked up and deported in outside the courtroom.

And call the bill something noble sounding like “ The legal American citizen's protection act

Such a provision in a new amnesty law would be unconstitutional, as D1 pointed out. So you would be left with the amnesty with voting rights after all.

I think to accomplish what you want, you would need a Constitutional amendment denying both citizenship and voting rights permanently to any illegal granted amnesty. The policy for naturalization, which could really curse this nation with leftist control forever, is too important to be entrusted to a corrupt congress which could change the senate filibuster rules at any time. That should be abundantly clear from what we witnessed with Obamacare.

Add if we craft a Constitutional amendment, fix the anchor baby problem by making the 14th amendment very clear.
