If you read the original CBS article, they are not exactly highlighting this. The headline states this guy has been on a watch list since 1999. In the article they mention that this guy was on the watch list from 1999-2008.
One has to deduct from those dates which administration took him off the watch list.

I cannot read the whole article at CBS. The fill the screen with a lot of crap that overlays the article's content a few paragraphs down. And I cannot close the overlaying windows. I take your word for the 1999 thru 2008 range.
I interpreted their (CBS) intent incorrectly.
