Yes... several Cabinet ministers have lost their seats. Its a custom of the British constitution that a minister must have a seat in the House Of Commons.

That would require amending the Constitution to allow Cabinet members to hold seats in the House. It would transform the American political system into a semi-parliamentary regime.

The British constitution is largely unwritten. There is no law that says the Prime Minister has to come from the largest party or that the government of the day must retain the confidence of the House to continue in office. It is just custom that these things should be a part of how the British government works.
