Pardon my Western-state ignorance, but if he’s a registered Democrat in Connecticut, how can he vote for a mayor of New York?

I didn’t throw the part about him voting for Bloomberg, that is not in the story I posted ... But he is a democrat and they do tend to vote in many elections somehow ..
