That’s the danger of selling to an individual. He may register it and he may not.

I’ve always wondered what if I sell to some guy and he doesn’t re-register in his name then he wrecks and kills someone. Can I be sued?

Here in CA, the few times I’ve sold a car to a private party, I’ve taken the party to the DMV immediately to register the vehicle in his/her name on the spot! No way would I hand a vehicle over to someone else without knowing they’d put it in THEIR name.
