It started in with the Immigration Act of 1965. Teddy Kennedy was a big part of getting it passed. It was also part of the Dems idea of making the US look like the world, an outgrowth of the civil rights movement.

Somewhat off-topic, but I’ve always thought the Zimmerman Telegram odd. They offered the Mexicans TX, AZ and NM but did not mention California.

I once read, in an old history of cryptanalysis, that the Zimmermann Telegram was a British forgery and roorback.

I suspect what you’re thinking of is the fact that its discovery was a result of British spying and they concealed the way it was discovered to protect sources of intelligence.

I wasn't aware the German ambassador had "owned up" to its genuineness. When and why would he do that? Taciturnity is the soul of diplomacy.

Misremembered myself. Apparently it was the German Foreign Minister who admitted the genuineness of the message, twice.
