People have been fed the line that absolute security is possible. The world remains a chancey place, where reasonable risk must be taken. Stay in the cave, you starve. Our education system leaves people totally unable to evaluate relative risk - quite deliberately. It is much easier to push a Socialist agenda to people who can be made to to believe that every minor risk in life is a grand horror requiring government intervention.
