sure, its not enough to have a multi million dollar piece of ICBM hardware topped with a multi million dollar warhead, sitting in a silo as a deterrent to a future attack. Lets but a cheap regular warhead on it and shoot it off for the next conflict du jour so when we really need it for its intended purpose, it wont have been replaced (because the funds for replacement have been used to buy bread and circuses for the voters, er, ah masses)

Yep, sound like a sound strategy to me (if your an idiot)

The main problem with this is that the weapon is conventional, the vehicle signature is "nuclear" and the retalitory strike will be nuclear and launched before the conventional munition detonates.

This is the reason why this strategy was not initiated in the first place.
