Raise the cost of fines for "failure to obey a police order" and use the collected fines to target illegal immigrants of all nationalities in Arizona. Use Civil Disobedience to fight illegal immigration.

The caller meant that both parties are to blame in that neither party has ever cared about balancing the budget. He was obviously uninformed as most leftists are, relying on the lamestream media for their news and a public indoctrination school system for education.
