It wouldn't necessarily be a ‘value added’ or VAT tax. They will probably pass a modified ‘sales tax’ which would not be collected in the ‘disadvantaged’ (read black) areas.
They would probably impose it by area code or some other ‘district’ decided by them.
After all, it's only More reparations to even things out.
