I read the Arizona proposed law and it did not mention BHO anywhere. It mentioned candidates running for POTUS on Arizona ballots. This is a law that applies to anyone running, not just BHO.

Right. It applies to future POTUS candidates and only applies to Arizona. It’s not retroactive to the 2008 campaign, only future ones.
