I’m in a part of the country where a couple of communities have seriously considered banning the use of cigars and suchlike in outdoor public places, some have even ventured a ban in backyards.
I can’t even light a sparkler without breaking the law.
Coal, you’d get snitched on for that around here.
I used to live in a place like that. Annual vehicle inspections; 'EPA certified' wood stoves only, and only on 'approved' days; (un)H---H--- raised about 'too much dust pollution' from logging trucks on forest roads, IF the envirowhacks didn't manage to appeal to death a lost case against a timber sale or even private land logging; one had top apply for permits to cut any DEAD trees on their own property; the state was making noise about putting water meters on private wells, and charging for the water; gun-unfriendly, etc.
Here, the local feed store sells bulk coal; I can cut & sell all the firewood I want, or cut & mill or sell my own timber; if it runs, I can drive it; if it doesn't burn the house down, I can fire it up...and I can even hunt (small game & vermin) legally without a license on my own land...even water fowl, if I have the Fed stamp.
