This writing makes it sound like the victims inflicted their injuries on themselves. I can't tell if it's a deliberate attempt to mislead or if the paper's writer is just not very good.

Even if the article's author, Laura Maggi, wasn't attempting to mislead and wrote it that way out of incompetence, it still passed muster with her editor. It's reasonable to conclude that this wording is exactly what the Times-Picayune wanted. The editorial agenda--to downplay the severity and nature of the incident for political reasons--was more important than accurate and honest reporting.
