My first reaction was AFTER November, to get past the elections... but he might just pull it off before if =he is worried he will not have congress.

Any federal version of health care is unconstitutional since Article 1 Section 8 does not specifically grant Congress the power to regulate health care! The people are not bound by any unconstitutional act of Congress! People need to continually remind their Congress critters of that fact!

Most people who don’t have health insurance don’t get income tax refunds...because they don’t have jobs and don’t work or they work in the underground economy. Soon this Administration will be as hated by the very poor as they are by the middle class and the wealthy. Amazing.
This does go to the recent statement (I forget who, but I heard it on Beck or Rush) that the IRS’s job is not as a tax collector, but as an agency to ensure you get your refund. Shrugs all around, but I think that was semi-prophetic.

Answer:
"Adequate healthcare" is what you may have under Obamacare once you buy your "supplemental plan", the way an elderly person with Medicare currently needs to buy a "supplemental plan". Of course, under Obamacare your "supplemental plan" (whatever it is, it doesn't matter) will be categorized as a "Cadillac" plan and you will need to pay hefty taxes for having it.

Why all the talk about the IRS? The healthcare/takeover law is first going to be de-funded and then when Obama is out of office it will be repealed. Unless the Court rules on it first and finds it to be unconstitutional.
