Whether they are or aren't, Obama was evidently fine with the story until it was caught by his critics who noticed the inconsistency with his newer story. Just like other stories that have been printed over the years were never corrected until it turned out these were incosistent with the current Obama myth.
If the UPI internal fackcheckers had caught it, it wouldn't have been printed. It got printed, so obviously their factcheckers missed it.
Sorry captain oblivious, but the factcheckers probably found it was consistent with what they were told was true. Obama has changed his story and they're simply left taking the blame and trying to cover for his factual inconsistency or outright lies.
How do you know he even read it, let alone was "fine" with it? The UPI isn't exactly the most widely-read wire out there.

All the stories birthers cite were printed in obscure outlets, like UPI, that few people read or take seriously.

Told by whom?
Obama has changed his story
No he did not. I defy you to find a single instance in which he or any member of his family ever claimed birth at Queens hospital.
As far as I can tell, there are only three outlets that made that error: Wikipedia, a high school student newsletter, and UPI. In none of these cases is Obama quoted, nor is he listed as the source of the information behind the error.
