Adopting from Russia is an invitation to a lot of headaches and heartaches. The kids often have health and behavioral problems that are not disclosed to the adopting parents. The kids don’t get the love and attention they need as infants and toddlers, their Moms were drug addicts, alcoholics or hookers so while in the womb they were damaged etc

She wasn’t enough of an adult to do the job and she was not in possession of all the risks associated with it.

Poor kid

This is correct, and US states don’t typically help. Parents are in an impossible situation.
