Hmm. I don’t think that will necessarily prevent RINO control, though— a given State House/Senate might have a 50-50 RNC-DNC split, but that doesn’t really tell us anything about the views of the constituents, let alone those of the potential delegates. Besides, in some cases it’s the states with an extreme Dem majority that need financial and organizational help from the RNC, since they don’t have enough support from in-state organizations. The last thing we want is to shut out an entire state completely, which would be blood in the water for Dem propaganda (”The Republicans don’t care about you” etc) and thoroughly reduce the chances of ever changing the political makeup of that state.

What about a compromise of sorts: let’s say two seats guaranteed to each state, as in the US Senate, but the remaining seats portioned out by registered voters or number of currently-serving GOP representatives?

we could use the system for Representatives in Congress; by population, except no state gets less than one.
