They would use their foreign intelligence apparatus to get information about the foreign involvement in the Oklahoma City Bombing... doncha know ... :-)

Except for making videos of why TWA800 crashed, "so the relatives of the victims could understand what their lost loved ones might have gone through." A vital task for a foreign intelligence service to accomplish, no doubt.
