The constitution is a limit on the power of the fed not an enumeration of my rights. That is the way our government was designed and that's the way it should be. Let the state's enumerate rights to their hearts content, it's their power under the constitution so long as it does not violate those expressly enumerated in the amendments clause.
You want drugs outlawed then pass an amendment and we'll call it square. Obviously the congress of the twenties thought that's what they needed to do to make alcohol illegal. At least they didn't shred the founding document of our country out of some pious belief in protecting the population (only to enslave them later). Franklin would have been disappointed in your view of using the Fed to make you safe from dopers.
And, all states have a right to outlaw drug usage as they should be.
That doesn't mean that the Federal government doesn't have the authority to stop drug trafficking.
