The government wants submissive subjects. It sees any violation of firearm law as threatening to its superiority, and is known to agitate for violation of laws, and agitate for violence (see, for example, Hal Turner). The Waco and Ruby Ridge incidents both bottomed out on firearm violations.
Anyway, I think the government wants to create isolated incidents in order to establish, by example, its force and willingness to use it. Generous amounts of agitprop in the media will be forthcoming.
