Do the Republicans even have enough votes to block an appointment?

Two Democrats, Lincoln (AR) and Nelson (NE) joined in on the filibuster of that radical SEIU lawyer.

We do now, but republicans would have loved to have had a debate on these nominees. Reid refused to even bring them to the floor of the senate — he didn’t want a debate on the nominations.
And last year they had 60 votes and could have gotten through any filibuster — but it would have required an actual floor debate, and like I said, they didn’t want one of those.

Exactly what I was wondering! Is it committees that vote on these appointees, or the whole Senate/House?
If the full Congress, then HolyO doesn't have a leg to stand on--dems have had CONTROL of Congress since he took the Muslim jihad against America* oath of office!
*Okay, this hasn't been proven--yet. But what does the Bible say? Ye shall know them by their fruits? And the POTUS's claim to fame so far has been leading toward the destruction of the American economy and way of life?
'nuff said.
