Seizing the opportunity presented by the Congressional holiday break, Mr. Bush announced 17 recess appointments a constitutional gimmick that allows a president to appoint someone when Congress is in recess to a job that normally requires Senate approval. The appointee serves until the next round of Congressional elections.
This end run around Senate confirmation was built into the Constitution to allow the president to quickly fill vacancies that came up when lawmakers were out of town, to keep the government running smoothly in times when travelers and mail moved by horseback and Congress met part time.
Modern presidents have employed this power to place nominees who ran into political trouble in the Senate. Presidents Ronald Reagan and Bill Clinton made scores of recess appointments. But both of them faced a Congress controlled by the opposition party, while the Senate has been under Republican control for Mr. Bushs entire five years in office.
In some cases, Mr. Bush has used the recess appointment power to rescue egregiously bad selections that would never pass muster on grounds of experience and competence. (Remember last years recess appointment of the undiplomatic and Congressionally unacceptable John Bolton as ambassador to the United Nations.)

Republicans should have continued to block his other nominees back in February, too.
Make 0bama appoint them all as recess appointments.
That way, they still need to be confirmed again in a year.
And next time, they can just vote them all down, since they will control the Senate.
The Republican President have been doing this for years. Nothing new here except a Democratic President is doing it which of course up set us, but when Reagan and Bush did it, we supported them...politics is ugly :).
Why didn’t the pubs keep the session open like the dems did, working overtime during W’s tenure. Seems to me these appointees could have been avoided had the pubs done what the dems did...keep the session open, by having someone stating that fact. My question is why did they not do this, why complain now if you don’t fight the fight!!! Pissed!
I think we should let him do whatever he wants without playing games like the Dems have done in the past..... recess appointments are in the rules... they have the votes in the Senate if the Republicans allowed the vote.... LET the record be clear because the American People are finally paying attention and I trust will be taking appropriate action at the ballot box in the future..
The past Republican President did it also.

More like why even have a congress with differing opinion. Why have a Republican side at all if you are not going to listen to their point of view on any topic whatsoever.

Coming from a black conservative: I feel your pain but do not let it blind you to the fact that not all that look like him act like him. I have stood against Obama from the beginning. Never liked him and thought he was woefully unqualified for the job. Black people are no more liars than anybody else. Obama on the other hand lies almost every time he speaks. As a black man he does not represent me or my values. So please don’t lump or stereotype because I wouldn’t do that to you because of Clinton (for example) and his flaws. I know you’re angry at what’s going on. I share your anger. I look around and all I see is brainwashed minorities and guilty ridden caucasians. I want people to just think absent emotion. I know...crazy concept.

The stereotypical black person is “arrogant” and a “liar”? Wow. I have no intention of blaming an entire race for a man who shares only half his gene pool with them and spent many formative years around whites being raised in private white schools, by white Marxist grandparents. The race pimps, white and black, will try to use the racist label but it’s getting less and less effective with its overuse and as it’s being applied to ANYONE (i.e. the majority of Americans) who disagree with Obama. Destruction of the middle class isn’t a “black” thing it’s a left thing. We would do well to remember that as the next Marxist wolf in Democrat sheep clothing could be white.

I don’t care what race a person is; if they are politically conservative, I consider that person a brother or sister in this struggle. I believe conservatism trumps race tensions. Liberalism stokes race tensions and leads to balkanization and victim group identity.
That said, how then can we explain a 95% vote by Blacks for Obama? A ten point rise over the Black vote for Clinton in 1992 and 1996?
10 more years of liberalism spewing from every education, media, and entertainment portal, further breaking society apart into various victim groups.
