That provision is totally unconstitutional. One Congress cannot proscribe actions of a subsequent Congress. Just think about what that would mean. It nullifies elections.

Of course it is! This entire bill is an act of TREASON!

The Constitution no longer means anything to these people. this includes RINOs like Snowe, Collins and Graham.

Don't forget, it was Collins who was the key vote that allowed this to get taken to the floor for a vote.

NEVER forget that!
