ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS.
—Effective on the date of enactment of the Patient Protection and Affordable Care Act, all individuals classified as officers in the Reserve Corps under this section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps.

This sounds as if existing reserve officers previosly called up and still on active duty have just been drafted to permanent active duty.

Does this mean the doctors, nurses, engineers, etc of the Ready Reserve Corps can no longer be deactivated and return to their civilian jobs?

The way I understand it, if you accept Federal funds or loans to become a doctor, you become part of this “Commissioned Corps.” I think you owe two years for each year the Feds pay for.

The way I understand it, a commissioned officer can be called up any time in his/her life, deactivation, resignation or not.
