Is the mass killing of public health workers allowed in your state? If not, it is murder. Maybe you don't care about state law and you are answering to a higher power? You can't be acting as a wartime belligerent, since the law of armed conflict protects medical types. A higher power than that, then. Deus vult? And so we come back to jihad.

You'd fit in at Jonestown better than me. They were paranoid apocalyptics, too. And they didn't bother with the PHS, they bagged a congressman! Not that I'd recommend it, but killing 535 members of Congress would do more to protect the Constitution than killing all 6000 commissioned members of the Public Health Service.
