Oh, I know we do. And have a history of telling tyrants to “Up yours”. But the poster I was talking to said that SS Soldiers were a different situation, we were over reacting. My point was that everyone seems to have this idea that Hitler just swarmed in and started killing babies left and right. No, it was a several year long process that started with LEGISLATION.

Ok, but please respect my opinion, which is that I am dismayed by the explosion of government control over our lives, and that the law being discussed is another opportunity for Obama to exert even more control.

All of America understands that the government is exerting more control over our lives. The only question is where, as an American, does one stand. My opinion is that you approve, if not welcome, such control. You are entitled to your opinion.

Fortunately, this appears to be a provision only for a Public Health Service force, rather than a military one. However, given the proclivities of this Administration, one cannot be too careful in questioning their intentions.

Ultimately, it doesn't matter. Words are pliable things, they can be made to mean whatever the statists want them to mean.

Obama made clear his intention to establish a civilian security force as strong, well-trained and well-funded (read: armed) as the U.S. military. The language needed to make it happen will be scattered among thousands of pages in multiple, unrelated bills and amendments to existing law. But make no mistake, the pieces are being put into place, and it will happen. He didn't say it for nothing.

Here’s some VERY interesting verbiage in the final bill:

[Looks like the ‘health’ corps officers are coming from the military Reserve Corps (military, not health) AND they can be used for “emergency response missions”]

“SEC. 203. COMMISSIONED CORPS AND READY RESERVE CORPS.

‘‘(b) ASSIMILATING RESERVE CORP OFFICERS INTO THE REGULAR CORPS.—
Effective on the date of enactment of the Patient Protection and Affordable Care Act, all individuals classified as officers in the Reserve Corps under this section (as such section existed on the day before the date of enactment of such Act) and serving on active duty shall be deemed to be commissioned officers of the Regular Corps.

‘‘(c) PURPOSE AND USE OF READY RESEARCH.—

‘‘(1) PURPOSE.—The purpose of the Ready Reserve Corps
is to fulfill the need to have additional Commissioned Corps
personnel available on short notice (similar to the uniformed service’s reserve program) to assist regular Commissioned Corps personnel to meet both routine public health and emergency response missions.

‘‘(2) USES.—The Ready Reserve Corps shall—

‘‘(A) participate in routine training to meet the general and specific needs of the Commissioned Corps;

‘‘(B) be available and ready for involuntary calls to active duty during national emergencies and public health
crises, similar to the uniformed service reserve personnel;

‘‘(C) be available for backfilling critical positions left vacant during deployment of active duty Commissioned Corps members, as well as for deployment to respond to public health emergencies, both foreign and domestic; and

‘‘(D) be available for service assignment in isolated, hardship, and medically underserved communities (as defined in section 799B) to improve access to health services.

[and the money they’re spending on this... $17.5 BILLION/year starting this year for military and health corps]

‘‘(d) FUNDING.—For the purpose of carrying out the duties and responsibilities of the Commissioned Corps under this section, there are authorized to be appropriated $5,000,000 for each of fiscal years 2010 through 2014 for recruitment and training and $12,500,000 for each of fiscal years 2010 through 2014 for the Ready Reserve Corps.’’.

[They want 2 years of service for every 1 year of college they provide]

‘‘(V) to serve for a period of time (referred to in this part as the ‘period of obligated service’)within the Commissioned Corps of the Public Health Service equal to 2 years for each school year during which such individual was enrolled at the College, reduced as provided for in paragraph

(3);

[HERE notice they are including UNEMPLOYED (at bottom) for HOME VISITATION]

SEC. 2951. MATERNAL, INFANT, AND EARLY CHILDHOOD HOME VISITING PROGRAMS.

Title V of the Social Security Act (42 U.S.C. 701 et seq.)
is amended by adding at the end the following new section:

‘‘SEC. 511. MATERNAL, INFANT, AND EARLY CHILDHOOD HOME VISITING PROGRAMS.

‘‘(a) PURPOSES.—The purposes of this section are—

‘‘(1) to strengthen and improve the programs and activities
carried out under this title;

‘‘(2) to improve coordination of services for at risk communities; and

‘‘(3) to identify and provide comprehensive services to improve outcomes for families who reside in at risk communities.

‘‘(b) REQUIREMENT FOR ALL STATES TO ASSESS STATEWIDE NEEDS AND IDENTIFY AT RISK COMMUNITIES.—

‘‘(1) IN GENERAL.—Not later than 6 months after the date
of enactment of this section, each State shall, as a condition of receiving payments from an allotment for the State under section 502 for fiscal year 2011, conduct a statewide needs assessment (which shall be separate from the statewide needs assessment required under section 505(a)) that identifies—

‘‘(A) communities with concentrations of—

‘‘(i) premature birth, low-birth weight infants, and
infant mortality, including infant death due to neglect,
or other indicators of at-risk prenatal, maternal, newborn,
or child health;

‘‘(ii) poverty;

‘‘(iii) crime;

‘‘(iv) domestic violence;

‘‘(v) high rates of high-school drop-outs;

‘‘(vi) substance abuse;

‘‘(vii) unemployment; or

‘‘(viii) child maltreatment;

[I thought they said illegal immigrants weren’t included in the bill???]

‘‘(B) UNDERSERVED POPULATION DEFINED.—In this paragraph, the term ‘underserved population’ means the population of an area designated by the Secretary as an area with a shortage of elder justice programs or a population
group designated by the Secretary as having a shortage of such programs. Such areas or groups designated by the Secretary may include—

‘‘(i) areas or groups that are geographically isolated (such as isolated in a rural area);

‘‘(ii) racial and ethnic minority populations; and

‘‘(iii) populations underserved because of special needs (such as language barriers, disabilities, alien status, or age).

The “Reserve Corps” in that section refers to the already-existing Public Health Service Reserve Corps, not the US Army Reserve, Marine Corps Reserve, or any other military reserve component.

With that said, if the gov. knows that Dr. could quit, how can they keep enough to help? They have to have a plan? I am sorry, I think someone is smart enough to know that.

That's absurd. Just because I don't see black helicopters in every statute the government passes does not mean I welcome the increase in government control.

You are welcome to waste your time and energy worrying about problems that aren't there while there are plenty of real threats in this statute that require Americans' attention. Just don't expect me to join you. Obama would be pleased to see conservatives distract themselves by chasing phantoms. It only makes things easier for him.

What in particular makes you think they are coming from the military Reserve? "Reserve Corps" is not a terminology from the Reserve Components of the Armed Forces. Those are called the Air Force Reserve, the Navy Reserve, the Army Reserve. While Air National Guard and Army National Guard members are "dual hatted" in the AF and Army reserve respectively.

The reference was made to say that it was coming from the Reserve Corps...it was not intended to mean anything other than that (the term military was used to separate it from the “health” corps).
