Prohibition is another example of legislation that got repealed. I now refer to the HR3590 HC Bill as ‘THE BOONDOGGLE”...how appropriate.

Correct. I believe the biggest incentive to repeal lies in the bill itself: They get to start collecting taxes almost immediately, but most of the benefits do not kick in until about four years.

Assuming we have a very different congress in 2011, the temptation will be great to keep the money and repeal the benefits. Most of us will consider it a small price to pay to slaughter this albatross.
