An executive order cannot override the law Exactly. This is just Kabuki for the proles. Once the Bill is law Obama signs an exec order and Planned parenthood takes the President to court, which immediately overturns the executive order. Stupak knows this and can then claim it was the court's fault.

An executive order can be rescinded as it was ordered, by the stroke of a pen. Bart Stupak should be renamed Bart Stupid if he thinks that abortion will not be federally funded with this bill.....
