The Executive Order is meaningless because it cannot modify a law passed by Congress. That would amount to a line item veto which, coincidentally was ruled unconstitutional in a case brought by Pelosi. Stupak only wanted political cover and chose party over principle.

Stupak can pretend he actually believed Obama. Of course, he’s going to have a hard time convincing God of that.

It's rather clever, because it won't be challenged, and it did provide cover for Stupak, who really wanted to vote with his party.
