Not true at all. While this particular Executive Order is, from a practical standpoint, worthless. Other orders do have the full force of law. Witness George Bush's EO stopping federal funding of embryonic stem cells.

Executive Orders can be issued that creat a "law by fiat", so long as they don't countervail existing legislation, and so long as they don't undermine the Constitution, or if the Congress has previously ceded the authority to the President.

The biggest reason that this particular EO isn't worth much, is because it says on its face, that it allows for federal government subsidies to pay for private health-care premiums on plans that do cover elective abortions, and it allows for federal funds to go to state health-care plans that cover elective abortions. That is a LOT of people under a LOT of plans.

Can stupid use an EO to CONSCRIPT the 46% of the doctors that will retire and force them to practice medicine?

I don’t know about you, I don’t want a doctor that can barely speak English. Much less may not have been to a reliable Med School in the USA.

A doc that makes a D and a doc that makes an A is still called DOCTOR, same for some one who is a lawyer or teacher.
