It’s because deem and pass got so much negative publicity, it was costing them votes. So they dropped deem and pass to maintain their majority vote count.
Whatever the reason, I am glad they dropped deem and pass. They were at least prevented from using that tactic.
As for their majority vote count, if the House had a majority to pass the Senate bill, they would do that immediately. Perhaps they will be able to build a majority over the next couple of days, but I would say they don't have that yet.
