Since the House will be voting on the Senate bill directly, 87 Republicans can demand a roll call vote to be recorded in the journal, and it must be done, in accordance with Article I, Section 5 of the US Constitution.
So the question is are they going to do it, or is the ineffectual Boehner just going to send Nanzi Pelousy another letter?

YOu are right, if they vote directly on the Senate bill, there must be recording of the yeas and nays. Pelosi has no choice. Boehner won’t have to force the issue. Of course he would have his members rise to demand one if Pelosi tried to pass it by voice, but she won’t. What makes you think for a second Boehner would sit by and let it pass UNRECORDED?

It would be different if the Senate bill was deemed as passed within a changes bill. Then, Boehner wouldn’t be able to stop that because the Senate bill wasn’t being directly voted on, which means it wasn’t the bill actually under consideration, therefore, no chance to stand and demand a recorded vote.

This according to House Republican Legal Staff and Mark Levin.
