To be honest I believe they are under the assumption you can’t get blood from a turnip. I think most of them would fall under the poverty line for it and will expect to pay little or nothing after the vouchers come in the mail.

I don't understand how the "subsidies" are going to work. From what I understood they are in the form of a tax credit, meaning that everyone would have to pay full price for the premiums, only to get a tax credit when they file their taxes at the end of the year.

Is that the way the final bill is written? If yes, his "subsidized" supporters are going to be awfully pissed (as I smile in irony).
