No, it’s not a Contitutional Convention.

The Contitution lays out the two specific ways a Contitutional Amendment can be introduced and the process from that point on.

First is the way we’ve always done it. A Pol or group of Pols introduces a proposal that’s batted around etc, until 2/3 of both House and Senate pass it. From there it goes to the States where 3/4 must approve.

The other way is for 2/3 of the States themselves to introduce the Amendment. The House/Senate must accept it and send it on to the States for ratification. Again the 3/4 approval clause kicks in.
