No. Nothing has changed with this Executive Order, and the Hyde Amendment isn't worth much with respect to HR 3590. This is why...
HR 3590 will give to individual citizens subsidies to "help" them pay for private insurance. Under the EO and HR 3590, those "private" insurance policies can cover elective abortion. The Hyde Amendment isn't applicable here because Hyde never dreamed there would come a day when the federal government was paying for private insurance for the "poor".
The language of the Executive Order (that has been released), explicitly states that the EO is not to be viewed as a prohibition on these publicly subsidized, but privately managed health insurance policies.
What's even more disturbing, there WILL be Federal subsidies to some of these state-run plans that do cover abortions. Again, the EO contains language that explicitly allows these federal subsidies to continue.
There is no doubt, federal money will be used to pay for elective abortions. It's that simple.
