You might be on to something. The people in his district may just be stupid enough to think that having it pass the House means that it’s in the big, official bill that’s becoming law (when in fact it wouldn’t have one single thing to do with it and would be completely meaningless).
This is happening under the Klieg lights... fat chance of pulling a fast one here.
