The Congressional Budget Office (CBO) has revised its estimates of discretionary spending provisions in the Senate health care bill adding more than $50 billion to the price tag of reform, cutting in half the potential savings of the Senate bill.
In a March 15 memo, CBO said it had identified at least $50 billion in specified and estimated authorizations of discretionary spending that might be involved in implementing the Senate bill.
Discretionary spending is the use of funds not required by law, which are inserted in periodic appropriations bills that Congress passes to set the spending level of the federal government.
The new price tag is considered only an estimate of the amount that may need to be spent. The bill lists that amount in explicit authorizations, but also includes more implicit spending the Senate bill often authorizes such sums as may be necessary instead of a specific amount.
Congress auditor said the $50 billion-or-more would be essential to fulfilling the health care law, but many dollar amounts were not specifically laid out in the bill and therefore not included in their earlier cost estimates.
Implicit authorizations in PPACA (the Patient Protection and Affordable Care Act) include the amounts that federal agencies would need to spend for administrative and other costs to implement the acts provisions. Those costs would be funded through the appropriations process and sufficient funding would be essential for implementing the legislation in the intended time frame, CBO reported.
For example, the Department of Health and Human Services could need to raise its budget in the coming years to offset the administrative costs of overseeing newly created statewide health insurance exchanges.
Additionally, the Office of Personnel Management (OPM) may need to raise its budget to provide for administering health insurance plans

It is so obvious that no one would support this except the people who will get it free or heavily subsidized. If these numbers were more widely covered, the middle class would scream bloody murder!

THis is march 15th, so I assume this is pre-940 billion “preliminary’. My guess is this is what screwed the democrats earlier, so they tweaked the numbers to add more “spending as necessary” and further hide the costs.
Plus, the democrats required the 10 years to start on January of 2010, meaning it includes a period where the law isn’t even passed yet — when the CBO did the normal “10 full years” starting in January of 2011, the cost was way too high.
And it turns out the Democrats can ignore any part of the CBO they don’t like, or order the CBO to do things wrong — like the forced the CBO to count things twice, to assume the senate bill passed when it hassn’t yet, and to count the savings from the student loan program using a discredited methodology that they don’t use anymore for other assets controlled by the government.
You know, IF the health bill actually did everything they promised, it would still be a bad bill, but it wouldn’t be a complete nightmare. The thing that really steams me is that they are lying about it, they are forcing the CBO to lie about it, they are raising taxes to increase spending, meaning there’s even LESS money left to fix the deficit.
Most people actually believe the Health Care bill CUTS COSTS, because the Democrats say it “reduces the deficit”. But it greatly RAISES costs, it just increases taxes more.
Well that, and it pretends we are going to take 500 billion out of medicare that we’ve NEVER allowed to happen in all the years it has supposed to have happened — even this year.
In fact, I wonder if the CBO was explicitly told to ignore the new law just passed (but not signed until after their preliminary estimate came out) which undid the “doc medicare cuts” for this year. That alone would have raised the price of the bill by billions this year.
If you can’t go to DC, then go to their local offices, or hold street corner rallies in front of a nursing home, or SS office. Be sure to put your signs on sticks you can then rest on, hands will cramp. Take photos, call media, talk radio, program them into your phones. Take a supply of magic markers, and a bull horn if you have access to one. Hit the Medicare cut & gut theme..nothing like mad grannies and gramps. VA Cuts, taxes on special needs kids...35 new taxes.

Just hang on and when the recording is over, you will get the Capitol operator. Just ask for your Rep or Senators office. Then you will either talk to an aid or have the chance to leave a message for him/her to vote NO on the health care bill.
When you use the second number and the Capitol operator comes on, just ask for your Rep or Senators office. Every time I use this number I get the Rep or Senators answer machine, so it may be set up that way all the time...to go to their answer machine. Either way you can leave a message to vote NO on the health care bill!
