Maybe the tide is turning, but this situation is indeed fluid. The RATs lost 2 YES votes today: Mike Arcuri of NY-24, Lynch of Massachusetts (Thank you, Congressmen Arcuri and Lynch!).
However yesterday the RATs gained 3 Yes votes: Kucinich and 2 California congressmen (the two connected to the Central Valley water situation).
