I think #24 and #25 are very strange. What would be the point of the two of them giving up their licenses to practice law. They can afford to pay the dues every year, so there is no real good reason that I can think of.

Do you seriously think that the President of the U.S. and his wife ever plan on practicing law in IL or in any other state again?

Lawyers are required to take continuing legal education classes every year to keep up their license. So most lawyers who don't practice (because they take a non-legal job in industry, or go into government) voluntarily become "inactive." If they had been disbarred or suspended, there would have to be a public record of that.
