Is delivering health care the job of the Federal government?

Is regulating health care the job of the Federal government?

Does the limit the powers of the Federal government to certain express tasks (the rest left to the people and the respective states of the union) or

Does the Constitution enable a federal government of unlimited jurisdiction and unbridled power?
