Congress cannot change the Constitution by itself ... so any such change would be unconstitutional and not binding on a subsequent Congress.

Only problem is, it took five years for SCOTUS to kibosh McCain-Feingold -- which actually amended the First Amendment.

Better that we kill it in the womb.

Nancy should appreciate the irony of that...
