Liar. Congress, using their naturalization powers, have deemed many different kinds of incidents of birth as qualifying for citizen at birth. Can you guess why Congress has never legislated that people born on US soil to US citizen parents are US citizens? On what basis do you believe, if you do believe, that people born on US soil to US citizens are US citizens? If Congress never legislated it, how can it possibly be? Is it possible that Congress didn't need to legislate it for some reason? If so, what would that reason be?
Before you call someone a liar, perhaps you might review Title 8, Sec 1401, US Code.
