Prior to the raid, the state of Texas investigated, and found no child abuse. But be that as it may, I don't believe it's within the scope of the BATF's responsibilities to enforce the state laws against child molestation. It was not a factor in the initial raid. Nor is the FBI, their involvement was as "cleanup detail" when the BATFers screwed the pooch. The child abuse accusations were a convenient justification for the final assault.
In reality, Waco was about guns, not religion or child abuse, although the latter two did play a role. They were wackos, but wackos have rights too.

The whole debacle is a good example of why LAW, not fear and the exploitation (religious and otherwise) of fear, should govern the Republic.
