what are you talking about/ The subway is free access for anyone traveling between the Capitol; and the Congressional/Senate office buildings.

If I remember right there is a small rail underground for both houses to ride back and forth to their offices. I think this is what you are seeing. If both got on together then I see no reason that they should not sit together and chat.
