replace the lost revenue with a Medicare payroll tax on unearned income.

Maybe I'm missing something here, but how can you have a payroll tax on unearned income? Or has "payroll" simply become a synonym for "we grab it before you even get your hands on it"?

I believe they mean to grab monies off of retirement accounts. Dems like to hide behind feel good words.
