As I understand it, the House passed their version of a health care bill, and the Senate passed a different version of a health care bill. The House has to pass the Senate’s version first, and then they will try to “reconcile” the bills. At this point, Obama can’t sign anything, because the House and the Senate must ultimately pass identical bills, which they have not done yet.

Right, but once the House passes the Senate version, in order to proceed with reconciliation, then both would have passed the same bill, the Senate bill.
