You have been hung up on the Federal Government enforcing Social Policies best left up to the Church and individual citizens

Let's see. I can get all the porno I want in a few clicks. I can pick up the phone and schedule an abortion. Drugs...well...a little more difficult and the sanctions are extremely punitive but there are always prescriptions. So what "social policies" are the churches so influential in seeing enacted into law? I don't see many.

The only way to outlaw these problems on the Federal level is by amending the Constitution. The States and cities can do so at will as long as it is Constitutional.
