If it is indeed really his final note to the world before he took his life, I wonder if he suffered some mental imbalance that is hard for layman like myself to discern or that he was a normal guy pushed to the limit by the I.R.S.

For some, “crazy” is a rational choice.
That's for sure. The idiots hosting his website have taken it down "at the request of the FBI" (but, no doubt, really to halt the sudden burst of uncompensated bandwidth usage). If the FBI really did make such a request, it is proof that the government wants to hide the truth.
BTW, when I looked over the rest of his site (see the remains here), I noticed that most of the pages had not been updated since 2005. Maybe that's when his mental state began to deteriorate.
