And since Indiana is an open Primary in Lugars safe years, and with a motivated conservative movemeent in the breeze, the Party didn't want to trust this to the voters.
The Dems do not run a primary - they cross vote in the Repub primary and then once the Repub candidate is chosen then they "find" someone to run against that person.
