I did expect a reply to the several inquiries to this post to clarify what you meant (typo, etc). But nothing. So I looked at your other responses on this thread and then also found a Is John Mackey a potential Presidential Candidate? thread.
IMHO, you have had many 'strange' posts (sorry). But this may be the best (strangest?worst?funniest?)

Actually I believe I did understand the post in question, the difference between someone being a ‘function’ or a ‘relation’ was an attempt by the poster to differentiate between someone who is reactive, ‘functioning’ in a highly structured (military) manner, as opposed to someone who is a ‘relator’, i.e., someone who can ‘relate’ to the concerns and fears of the public, without the rigid, uncompromising sort of thinking that some Americans (but not this one for sure!) assign to those who are part of the military leadership.
The flow of logic was a little skewed, but I think that is what the poster was trying to convey.
